On May 27, 2021 with the participation of members of the 3rd working group of the Anti-Corruption Agency of the Republic of Uzbekistan was held a practical seminar for deputy heads and press secretaries of organizations of Andijan region, including higher education institutions.
The agenda of the event included two issues:
- Consequences of corruption in public organizations and measures to combat it in order to ensure the implementation of the order of the Head of the Presidential Administration of the Republic of Uzbekistan No. 02-RA 1-8118 dated May 18, this year.
- On new practices in the fight against and prevention of corruption in the country, including the system of “compliance control” against corruption, assessment of corruption risks, systematic training of civil servants against corruption.
The seminar was opened by the First Deputy Hokim of Andijan region O.Tursunov. provided information on regulatory documents.
In the second part of the seminar there was an exchange of views in the form of an open dialogue between members of the working group and representatives of regional organizations, discussed questions and suggestions. The members of the group gave special instructions to the officials on some violations and corruption cases revealed during the acquaintance with the region.

In June 2021, at the initiative of the rector of the institute UM Turdialiev held talks with the Department of Justice of Andijan region on regional activities as a non-governmental non-profit organization and the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. went.
As a result, the order of the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan dated June 28, 2021 “On the implementation of the project” Sector without corruption “in higher education” established the establishment of anti-corruption student clubs in all universities of the country. .
On June 7, 2021, the Andijan Regional Department of the State Security Service of the Republic of Uzbekistan and the Department of Compliance Control of the Andijan Institute of Mechanical Engineering held a practical seminar.
The event was opened by the rector of the institute UM Turdialiev. Then a video film “TASTING IN EDUCATION” presented by the Department of DXX of Andijan region was shown.
Speaking after the screening of the film, the DXX official provided detailed information on the work carried out in the fight against corruption in the country, including in our region, the factors of corruption in higher education institutions, answered questions from faculty and staff. The workshop was held in the spirit of open dialogue and exchange of views. Concluding the event, the rector of the institute officially warned all professors and staff about the prevention of illegal actions, including corruption, the responsibility of those who committed such acts, the inevitability of punishment.
On June 23, 2021, B. Kadyrov, Head of the Personnel Department of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, Head of the Compliance Control Control Department of the Institute. At the beginning of the conversation, detailed answers were given to B. Kadyrov’s questions about the “compliance control” system, its role in the field, the recent decisions of the President of the Republic of Uzbekistan. H. Abdurahmanov, Head of the Compliance Control and Anti-Corruption Department of the Ministry, in turn, asked about the goals and objectives of the newly established department, what to pay attention to as the head of the department, suggestions on effective organization of work, anti-corruption student club heard opinions on and received full answers. During the online conversation, the following suggestions were made to the officials of the Ministry on the effective functioning of the management departments of the “compliance control” system in the fight against corruption:

On the main factors of corruption in higher education –
According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 393 of 2017, to make changes to the procedure for expulsion of students (medical certificates) from school without a reason;
Introduce a single procedure for maintaining medical certificates with the Ministry of Higher and Secondary Special Education and Health, ie exemption from online study by Medical Associations where students do not want to;
Abandonment of course and independent work, paper forms of BMI protection.
5) Names of structures in the Ministry and higher education institutions (Department of Compliance Control and Anti-Corruption in the Ministry, Department of Anti-Corruption Management in higher education institutions) and working hours (from 9:00 to 18:00 in the Ministry for 5 days) working week, working hours in universities from 8-00 to 16-00, 6-day working week) is preferable.

Ø In order to contribute to the process of organizational and methodological work by the Department of Control and Anti-Corruption Kopmlaens of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan in June 2021, the institute submitted its proposals 3 times. In particular, we believe that we need to develop clear regulations and an effective mechanism to encourage students, staff and citizens to report corruption.
All the measures recently taken in this regard are related to the criminal procedure and are encouraged by a court verdict. However, it takes a long time to take the materials to court, make the necessary decision, get an expert opinion, determine the material and moral damage, determine the amount of incentive, and finally hand it over to the applicant.
It is very difficult today to achieve practical results in this area, to expose bribe-takers, fraudsters, relying only on the spiritual and enlightenment principles of citizens, the spirit of patriotism, generous support, legal awareness and legal culture. In addition, the effectiveness of law enforcement agencies in this area depends primarily on the establishment of a system of financial incentives.
At the Andijan Institute of Mechanical Engineering, the anti-corruption system has been working effectively for a year, with the use of special working groups, hotlines, telegram bots, and financial incentives for applicants. A number of students and staff were financially encouraged to provide verified information on signs of corruption, preventing criminal cases from being committed by faculty and staff. However, these incentives were made at the expense of the rector of the institute.
Proposal – The Ministries of Higher and Secondary Special Education and Finance, in coordination with law enforcement agencies, develop a “Guideline for financial incentives for citizens who provide approved information on combating corruption in the system of the Ministry” in order to effectively combat corruption within their competence. exit
